Every recommendation is tied to a finding that survived the gate and scaled to its confidence: a verified finding gets a concrete move, a corroborated finding gets a move with a built-in check, a hypothesis gets a cheap way to test it. And before we hand you anything, we run it back through the same scan: is anyone already doing this, and if not, why not?
The obvious move is usually the one that's already failed for a reason. We'd rather tell you that up front than let you build into it.
